A case attrition is when arrest is made and the case never makes it to court. Statistics show that over half of all arrests for serious crimes end without convictions. This happens for many different reasons. In some cases the actions of the person arrested cannot be defined as crimes. It has to be determined through the criminal justice process whether or not the actions of the arrested person were criminal or not.The people who make these decisions are legislators and courts.The next step is to decide whether or not a crime committed was detected or reported. It is very common for crimes to go unreported because victims are embarrassed, the fear of retaliation, or want privacy.
